best for what exactly?

Assuming you mean the Yahoo Publishing Network (YPN)

Google Adsense can be placed on sites outside the US, currently YPN cannot.

Isn't that more dependant on your implementation than their delivery? It's more your site that will determine how much revenue you receive, not the advertising scheme.
