I'm guessing that your site is perhaps internet related, like a resource for webmasters or something? Or something quite techie? The visitors of those types of sites are much more likely to have the Alexa toolbar installed than sites like mine.
Therefore, if a site gets 1 billion visitors and only one of them has the Alexa toolbar installed, then it would get a rubbish Alexa ranking. Obviously that's a ridiculous exaggeration, but it illustrates my point. Foreign language sites are biased downwards in the rankings, for example, while Alexa.com, for example, is ranked higher than it should be. Alexa never pretend that these limitations don't exist - they warn of them.
My web server is installed with both Webalizer stats and the Analog stats package - both can confirm 30,000 uniques/month. Recently, it's actually been more.
I hope this goes to explain why the discrepancy you think exists is not any deception on my part.
