As for your question:
w3SNAP.com comes with a fully licensed copy of the auction script, which features proxy bidding, dutch auctions, regular auctions, etc. It's currently set up that once someone signs up, he/she gets $100 into her account which can be spent on listing an item for sale. This can off course be changed in the admin panel to whichever amount you would please.
If a members is out of funds, he/she can transfer funds directly through paypal's IPN, the only thing you have to do is set your email address used over at paypal in the admin panel. The control panel is pretty extensive and can be used to change the site's fonts used, ban users, mail users, etc. It's isnt the script seen on Ebay a lot at the moment, just compare the users sign up form at w3SNAP.com with any auction site sold on Ebay.
Also included is a seperate banner rotator script, also fully licensed. The hosting me $15/month, which i have pre paid for a year and thus still has 9 months left. Of course there is no domain name transfer fee. Domain is registered at Enom.
