I also agree with stOx. I think that your welcome message could be made less like the rules and more like an introduction. Rules and guidelines could all be put on the submission page.
And I also agree that the birthday thing looks like a filler; mainly because it's from a third party source and it's ultimately irrelevant to the actaul website. Perhaps it could be a random link. Just a thought 
The only other thing I'd add actually builds on my first point: that you could have a brief introduction which gives an overview of how the site works (bidding and all that). I just think that explaining the site in simple terms may be valuable to some users.
Other than that I think your site's looking good, and it's built on a great idea so well done!
