Well, your site has a lot of errors to fix. I guess you have only seen your site in IE which is a bad thing. Try to take a look at your site in a browser like FireFox to see what I mean.

Maybe try using some free templates to start with, start modifying them and then go from there, once you have got better then start designing you own, try this site for free templates, www.goodwebsitetemplates.com.

You can learn alot from templates as in, the way a webpage is made how graphics are layouted etc.

I have to agree with AHelpingHand on the music and marquee.

A couple other things:
- Your logos are not very good quality, spiff them up a bit. If they are small, don't enlarge them in the browser.
- The buttons on the right are not transparent - you can see a pale blue square against the white background.
- Your menu in FF is rather jerky and out of place. As already stated, don't rely on IE as the only browser, they ALL do things a little differently (well, mostly IE does things it's own way !).

Since you're new to web design, I would suggest you get away from tables before you go any further. Learn to use (X)HTML and CSS for your page layout and you'll be on the right track. You do have a ton of validation errors that should be fixed.

You have a lot of things to fix in your website,for an organization website you have to take all your time to present a well built website with good informations and a very custom design.those two will be the reflection of what your organization is,if it is something serious or not.So take your time to work on all those things, they are very important.

Agreed with both LNR and AHelpingHand on the marquee and music, so I won't beat them to death.

Your biggest problem that I can see is consistency; you don't have the major menu elements repeated across all pages. A consistent layout that is easily navigable is one of the most important elements of a site. Come up with a layout for your home page, and then change the interior section (where the home page text is) for the other pages. That way, people can navigate and use it and not get confused.

Next on the agenda: your home page. What's your site about? I look at it and I really can't tell. There's no text to indicate as such. This is good for both users and search engines. Textual content is a form of crack cocaine for search engines, and it's up to you to give 'em a nice push.

Some fonts are meant for plain text purposes. BernhardMod BT and New Century Schoolbook are not two of those fonts. Stick to things like Times New Roman (as ugly as it is), Times, Georgia, Arial, Verdana, Tahoma, Helvetica, etc. for fonts, or your text will end up very hard to read.

Finally, don't be afraid to get yourself a copy of Photoshop or your favourite graphic editor and do a little work in that regard. It looks like you're trying to do everything with text, and it's just not working out for you.

Adam Web Design made some good comments. Please take them to heart, they will make a big difference. If you can't afford Photoshop or another graphic editor, check out the GIMP - www.gimp.org or www.gimp.org/windows/ It's a nice program that does a lot of what Photoshop does in a free software package.

HelpingHand's comments about viewing the site in something other than IE is something that everyone should pay attention to. I know a LOT of web designers that get lazy about checking how sites look in multiple browsers and platforms. Check out www.browsercam.com - its a little pricey but I think there's a demo. It should save you some time.

I've got to tell you, no one I know likes background music.

Best of luck with the site. I don't think you'll have any trouble turning it arond and making into something very nice. Good luck.

May I add (some have already mentioned some of my thoughts)
1. play around with a template from http://oswd.org or http://www.freewebsitetemplates.com/
2. read a tutorial on HTML/XHTML and one on CSS
3. read the http://webdesignfromscratch.com/
4. learn a little photoshop or gimp (gimp is free) in order to create nicer graphics or manipulate the pictures correctly
