Nice clean portal-type layout, easy to navigate. Some pages seem to have a lot of blank white space and look a little empty, especially on the 'list' pages, tutorials, scripts etc. Also the who's online table could do with some padding as the text is right next to the border.

Clean layout, but tiny boring

Maybe try also some gray color in tables (navigate, tools...) Maybe only important headers would be blue...
Also some small picture in welcome area would be good...

this is a clean layout for your portal site - a bit plain though. the header is striking but your logo isnt very sharp - some of the letters are only partially visible and it looks pixelated.

looks like you are building a content base! Good Luck

It looks good.
Try changing the text to something other than Times New Roman.
Arial or Verdana are good ones.

It's not ugly at all and I can't say there's something wrong with it, as it functions OK and looks right. I still have got a feeling it's not complete ... maybe if you played a bit with the colours ... A graphic maybe ... it's kinda cold, although looks OK.
