Here is my review for Tech Support Center:
Colors: 39/40 - The color scheme is excellent! I love how the gray, shades of blue, and orange work together. The gray text for the header at the top of the page doesn't look too good, however. Probably one of the best color schemes that I have seen, however. 
Images: 6/30 - The only image I see customized is the logo. The thing with phpBB is that if you customize the colors, you cannot leave the images uncustomized because they end up with those fuzzy edges. The logo is great though! 
Other Customization/Hacks: 4/20 - While you have obviously put a lot of effort into customizing these forums, I think you have too many for a start-up board. I only recommend starting out with 5 boards and then adding more as the community grows. I don't see any hacks, by the way. 
Service/Moderation: 3/10 - If you really want to gain more users, you have to give them a "sneak-peek" at the board before they register.
