I think that as a format and initial design works well but personally it needs some tieing together and work. I suggest a few things - the logo needs to be redone and brought up to date.
Main problem I have is without content finding it hard to see what structure there is to site so can only comment on format.
Think maybe you should fill the whole white rectangle with the site though if that is something hosting is restricting you to.

I don`t like the header, IMHO it loove weak and cheap, can`t say much about the rest until it`s HTML, but the layout seems to be fine, good luck.

I think that the format and basic design that are in the picture work fine. Its hard to give you a honest critique without being able to look at the site in different browsers and see your source code. If you do get it to that point I would love to review it.

1. I agree that you need to workout on the header/banner. Maybe gather some images or symbols for overclocking and design a site logo if you want. You could do lots of stuffs, an example would be a manipulated mobo picture.
2. You may want to add more images in the white spaces. ^^
3. Add more features I guess. Because if you really dont have any other feature to put, you should have put a forum/board rather than a web page. ^_^

I think that you really rushed the layout and the initial design. First i would re-layout the layout. Next try and get someone to assist you with the graphics im sure someone is willing to help. Other than that the layout seems simple and the navigation is easy to access

This kind of layout is kinda overused these days. In order to make it catchy try to make it more "colourful". The grey is OK (I've got a fixation with it

), but make the links orange or red so that it gets a life

The banner is to faded. Use some images, blend them, put a catchy logo and you'll be OK.
If you remain with the grey backround, make sure you get rid of the white page background. It looks too contrasting.
Make use of some fonts. There are some quite nice for the theme (you can use them for headers, logo and so on. In images so that the browser won't have problems)
