Hi Adam,
I actually think that the blue scheme looks quite nice. However, if you're going to stick with that theme, that means EVERYTHING has to look bluish, which means that the affiliate buttons look really bad. I wouldn't put my committment into a one-color scheme.
You need to work on the "Webmaster Forums" section as well. I recommend that you format it exactly like the "Main Navigation" section, to maintain a sort of consistency with your website.
Formatting and consistency are the two biggest weak points of this website. The copyright section at the bottom looks really messy. Clean it up and keep it concise! On the Directory page, the formatting of the Main Categories looks very awkward. I would also improve the look of the logos on the individual pages (the top logo is great though! ), as they are a bit rough around the edges. That brings me to my next point, which is consistency - if you put a certain type of image heading on a few of your main pages (i.e. Directory and Downloads), you have to put it on all your other pages as well (Recommend, Search, etc.).
Lastly, for a webmaster site, a downloads section isn't really appropriate, and the fact that you don't have any downloads reaffirms that. I would eliminate it, since you don't have any there.
Overall: 7.6
