Here are some IMO's:
The appearance is good. I like the color scheme. The logo font is a little hard to read, but I like it. I suggest removing the center jester, or possibly making the colors of his clothing match the colors of the site. The left jester is good.
The site is slightly larger than 800x600 resolution. There's much debate about resolution sizes, but I still suggest that you make it so there is no horizontal scrolling. I suggest making the center context tables to be 468 to match the banners. Then have less spacing between the table and the left and right sidebars. It would make it more uniform. You could add some vertical spacing to separate the ad banners from your graphics.
IMO, the scroll bars need some color to differeniate them from the white background. The mouseover color on your links might be a shade too dark.
The advertisers page does not match the rest of the site.
The load time is good. No bugs found. The links to the
Contact Us,
About Us, and
Funny Quotes pages is broken. You don't need the
Menu title on the left side bar since that is obvious.
The appearance and the purpose match, especially with the jester.
I suggest some word smithing on the context. Caps as required and don't indent the first paragraph. Since you use double spacing between paragraphs, you don't need to indent. Even though some of the content is supplied by others, I suggest that you check spelling. IMO, jokes are funnier when the spelling is correct. (Like the latter in the bathroom, should be ladder.)
