Hey ghetto I got through!
Ok here goes.
As already commented I think the text of the logo does not go with the site. It needs to stick out more! Maybe a bolder font or some nice chrome text would give the sorta 'ghetto' image your are trying to show on the site.
Since I like your side bar now (  with padding ) I think you should concentrate on what you are going to have on your main page. You want to write down everything you want to have in that sort of middle area of the main page and then draw layouts and experiement. Something similar in color to your side bar would be nice. Maybe using the same blue bars.
In addition to this you may want to have a sort of standard image that you want to use for titles of sections like ".:GhettoCars-News:.", "Upcoming Events", "What's hot", and "Pic of the day". This sort of uniform design should give your site a more professional feel and will look more organized.
Also you need to think about putting information on the site. No matter what design you have, the more information/content the better because it will attract a wider range of visitors and get more votes. Not to mention that tripod's 404 Not found page isn't to exciting.
I think i wasnt to harsh this time. Especially because I think it is coming together nicely. I think with some more content and quite a bit of graphics work this could be a good site with lots of visitors. Good job.
