I know there's a ****load more I could do to the site, but hows the basic layout?

This is my first site in Dreamweaver CS3.

Also, is using a .GIF as a banner look okay?

I know you are just starting out, but just a few suggestions. You don't need to make the text that big, maybe just a wee bit smaller. Also, your site is supposed to be about humor, yet it looks very dark. Might want to lighten the atmosphere with some brighter colors. Make the site look fun!

to do. There really isn't a "layout" at this point. I would suggest you download a template for 25$ or even a free one. That way, if you don't have time to learn css/xhtml/flash/php etc, you can still have a good looking site.

The best idea would probably be to go to Wordpress website (free) and use that. You don't need to know anything about design, simpily find a theme that suits you and use their software to add text and images easily.

Overall, the site lacks.....humor....and sarcasm. There is so much more you could do with it. There is just nothing there that catches the eye. I've never been a fan of using .gif banners, a good stationary banner can do much more than an animated banner. I don't want you to think that I am being rude or anything, I just think people should know the truth.

Have you ever tried a CMS (Content Management System) before? For example, I use Drupal. It is very easy to learn and has some addons that are very useful. The only reason I bring this up is the fact that starting a website from scratch for a beginner can be a daunting task. Drupal and others like it have prebuilt sites that you just add the text and images. They have all kinds of free templates to use. If you want to know more about it hit me up, I been using it for a while.

A CMS system is definitely something you should look into. CMS's offer you the ability to not only theme your site consistently but make its data (read: stuff it contains) usefull and indexable by search engines. I wrote an a long post just about this on another forum. Since you are a Dreamweaver user, I assume you've dived into HTML and CSS (if not, thats a must, consider reading CSS Cookbook -essential for today's web page designers).

Keep plugging away and you'll get it. Don't give up! Here's some suggestions!

Incorporate affiliate advertising, it will help give the page an updated look while serving profitability. (You need a Tax ID and minimal LLC) $300-$400 if you don't already have it. If you can, get the LLC in Florida. The state is the best for laws, prices, regulation,etc. SUPER EASY you just need a unique name and a social security number, and a legal acct or rep to handle your documentation services.
