Design
It's pretty simple. Get a logo (for branding) and make it clickable! What's up with the random nav-bar on the right side of the design? I'm not a fan of the blue horizontal (________) navigation bars. The edges look funny. Other than that, it's pretty good. No current suggestions.

You asked a retorical question, then went on with a sentence that just sounds awkward....maybe put the sub-header in the actual paragraph? Mostly the ideas flow together, and the grammar's good. Nice job.
Would I Use It?
I don't need headlines right now. I dunno, maybe?
Overall
A couple of design tweaks, and just add more content. Nice job. (edit) I realize that was super-quick. I'm just stressed so if you want more in-depth, let me know tomorrow. Sorry.
