Here are some points:
1) Underlining should not be used so much, it makes things look like links.
2) Your margins need redoing, I suggest you use a fluid liquid template.
3) Your use of BLOCK CAPITALS puts off the reader, it makes it sound like a cheap horrible site.
4) Are you sure about the legal position of your site? Anything close to illegal will never be that big, because they start to attract the wrong sort of attention.
5) The black and white design is uninspiring, lacks contrast or any real style.
6) Many of these simple errors are typical of people used to freewebs websites (which I have a sneaking suspicion yours is), check out some really cool sites (eg. Apple)
7) Use a better font, or at least use it better
8) Marquees were great in the '90s, they stopped being cool in the '90s
9) You have overused a script from DHTMLGoodies, which ties you down, and no big site uses other people's scripts.
10) Use Google Analytics for visitor assessment, you'll find it better than the one you are using.
11) Tables are behind the times, use CSS where possible. Lady'n'Red will, most definitly back me up on that one.
I suggest you use Kuler (by Adobe) or find some inspiration for colour, or you should harness the power of black and white. If possible, I think that books such as
this one to gain some key web design skills.
If you find a way to make this work it will, and constant refinement could make it happen. Don't be disheartened; if you think it looks good now, think how good it could look! They are opportunities, not problems.
