I am working on Dreamweaver 8 and am fairly new to the system. I have my page completed and the layout looks greats when in a browser. However, when you click the zoom button on IE, everything does zoom, but one of my layers is not moving w/ the rest of the page, so it is overlapping the other content. Can someone please help me correct this?

totally, but is there a chance that perhaps you have been using fixed values for everything, such as pixels?
