A good way I've found for layout is to draw it out on paper .. then you can but the major element in boxes and go from there ...
Each Major Box is a Table which in turn is a cell in the Main Table ...
Mainly like 1 Table with 3 Rows and 3 Cells ..
1st Row/Cell is Header 2nd Row/Cell is Content 3rd Row/Cell is Footer
Then break those cells into Tables of themselves with enought rows/cells for you content .. and like I said it can be helpful to write it out on a piece of paper first ...
