I'm not a lawyer, but if it were illegal, one would imagine that any 16 yo boy would be charged for indecent exposure for walking around with a shirt off. I'm not aware of anywhere that happens, but the laws are specific to your community and the community where the boy lives. Usually the standard I've seen is arousing a prurient interest or violating community standards.
My "knowledge" is limited to the US.
@Edit: Because the child is underage, simply posting any photo might be a problem if a parent wants to push the issue. Having a signed authorization for the photos and for photos in general may be the safest route. I know I wouldn't want pictures of my daughter on the web and even revoke school permission to use images of her (through their form for permission).
