If I'm following this correctly this will only work if all the banners in the network had a 2% click through rate. If they didn't, it just wouldn't work. Assume this:
10 websites in the system. Each shows 1000 impressions per day. Therefore, each day there are 10,000 impressions i.e. 200 clicks are earnt by the websites.
So the next day, for example, those 200 clicks are put into the system. Now, if the click through rate on the banners was 1%, a fair rate, the 10,000 impressions on day 2 would result in 100 clicks, meaning that there were still 100 outstanding. The 10,000 impressions that day would have generated 200 new click credits, though, so there would now be 300 outstanding......
I think this is probably the reason why most banner exchanges only exchange impressions. Imagine if someone put an awful banner into the network only getting 0.0001% click though. It would result in hundreds of outstanding clicks. It's much safer to rely on the website owners to turn the impressions they have earnt into clicks.
Another problem with offering click-based counting is that people may put 'branding' banners into place, wehre they don't want clicks, just want their name known. They would love this sort of network.
