I suggest you redesign the site from the bottom-up. Start with a liquid template, such as
http://blog.html.it/layoutgala/, and weave in some of your own ideas. Since you want your site to be content based, I suggest you have a rethink about how you display the news information. I think you should use a div structure, and have it like the news posts on a blog, or somehting like that. If you don't have much CSS experience, I suggest you have a look at the books below, have a look for them in your local library, or failing that, buy them there.

One or two points:
1) You need a favicon.
2)Redo the links page.
3) Cut down the number of foreign leagues. The site's .co.uk, so the main focus should be British Leagues.
4) Redo the menu, use a clean CSS setup.
5) Don't forget to obtain some books, I find them invaluable, but failing that, find lots of information online.
6) Produce a logo. You'll need at least PS Elements, and a colour scheme in mind.
7) Use Kuler at Adobe Labs for the colour scheme.
8) Scrap the animation / don't put it in. It looks cheap and distracting.
9) Try and have some personal input. Make a weekly post yourself on the home page (keep it for this, and a discription of the site), pointing out a couple of stories, your opinions, anything.
