I am working on a website for the Fire Department where I work and wanted to put together a online photo community. Please offer any suggestion to something maybe we can purchase. We would like to have where users need to login with user name and password in order to upload pics.Admin can grant privilege's to users to help reduce spam and unwanted porn.

I used coppermine photo gallery a long time ago...it's php based and has a ton of features, I would also suggest using photoplog if you have a lisc for vbulletin...integrates awesome with that product.
