For me it has got to be a mix of SEo, Graphics and content these are the viewing points of a site so i tend to spend most of my time on them.

really, all of them are important. but i usually focus on the layout, graphics, content, then seo when i'm making a site.

you don't really want tons of people to see an undeveloped site, as they probably won't come back in the future when it's more developed.
