In my opinion, you should pay people to post on your forum so that when new members visit your forum, they will believe that it's a really popular forum. Also, add contests for members/users so that they can enjoy it and visit it daily. Just my opinion!

well, contests are always attracting.
and also make the forum unique somehow, post on other forums with your signature, contribute with good posts on other forums aswell..

or do something crazy, like spraycan your url on the whitehouse or something to get huge PR !!! :P

I think to grow a good forum you need good moderators and admins like this site.

Most webmaster sites dont make it through to the next stage. eg: they dont get enough traffic again so there forum goes dead!

Need to advertise your site a lot.

Maybe I am wrong, but there is space only for so much webmaster related forums. In the last month alone, Ive seen almot 15 new forums coming up.
Maybe, if you can get a few like minded friends who would be contributing to the forum for a long time, only then you should start a forum.

Contests, offering freebies and ofcourse cash is a great way of attracting traffic

I would suggest Paid Posting.

I run a paid posting website that we are currently upgrading at **** so that might really help.

I bought from a few places myself, and they brought a lot of good content and traffic.

Theres various methods you can use to increase your site traffic.
If you have money to spend, then pay for advertising.
If you don't have money to spend, exchange links with other similar sites, join forum directories and toplist sites etc. Word of mouth is one of the best ways also. Think about promoting your site offline [via flyers etc]
