On average how much would you charge to design and maintain a website using html, css, and images?

Anywhere from $100 to tens of thousands. There is, contrary to published opinion, no such thing as a standard website with standard features. Every website is different, as is every business/person.

In my case, the images would cost thousands more than the html and css ever would. The other responses, saying "it depends," are right ... there are far too many variables.

Would $200 for setup and $50/week for maintenance be fair? Too high? Too low?

Again, that depends. Who is your client ? If it's a family member or friend, $200 might be reasonable. If it's a small business, it's low. They can write off the expense on their taxes as part of their marketing expenses. Weekly maintenance --- what kind of site ? How much is it going to change ? And how much is your time worth ?

It's for my church. . . they want to pay me. . . this is my first time doing it professionally so I don't know how much to charge. it won't change that much, just updating information. Would $400 be reasonable for the setup fee?
