Can someone tell me how this is done:

I want a graphic to be my background image. But instead of the normal bg tag, I want my background image to remain still, while the text, images, etc. scrolls. The background is going to be a picture, so I don't want it to be tiled if the page goes beyond the size of the image.

i think you should use CSS's properties:
"background-repeat: no-repeat" and "background-attachment: fixed"

Just add bgproperties="fixed" to your body tag.

eg

<BODY background="image.gif" bgproperties="fixed">

I think it only works in IE.

That works. Now, I don't want it to repeat the image as andrews_john was saying about the css propterties with the no repeat, only I don't know anything about using css.
