I would like to know which CMS is better for theme designing. I want to make a full customized web site, but on top of all those handy tools that come with a CMS. I just need a forum, and a news box (with coments, etc...). The layout, CSS, design, menus, I would like to do them myself.

I just need to do a small site for an organization. It seems that I have only two choices:
- use a CMS and don't customize anything, or customize but with a lot of work doing a theme, and studying all the code of the CMS
OR
- do from scratch the website, and code the news module and use a free forum hoster.

Isn't there anything between these two options? A simple CMS, that won't give much more work than just designing the simple website I need and is able to supply the features needed? Maybe I'm looking for some php libraries, and not a CMS?

So far the best one seems to be XOOPS, it has a very good and complete documentation. I would like to hear your opinion please.
