Is it easy ? Not necessarily, there is some education and work involved.
What kind of template do you have ?

You need to start here: www.w3schools.com

It depedns completely on what you want on the site. How interactive it is etc etc.

simple xhtml/html site is fairly simple once you know and understand the language.

Of course, you could use a web site builder such as Dreamweaver to create your sites, and this can be useful, but if you intend to build a lot of sites, then its better to learn the code itself.

LadynRed's link will give you a good insight into this

Personally i advise if you have any drive when making website start coding. not wysiwyg-ing i find it doesnt make very nice code, and usually it is much easier to learn the code than master a specific peiece of software, to make ok code with it.

I agree. If someone really wanted to call themselves a website designer, then they should be able create a simple website from scratch with just a text editor. Using Dreamweaver might be easy, but it's not good when you come across something that Dreamweaver doesn't do.

I'm stumped that people would pay $399 for something that is used as WYSIWYG for a code editor. Haven't you guys heard of Integrated Development Environments (IDE's)? Better at coding and other stuff plus they are cheaper as in some are free!
