Have you ever used VPS reseller service?
I have heard it's a profitable thing.
Do I need VPS licences?
Do you know any company which provides this option?
My budget is $250.

For sure you need VPS licences, I know the only company which offers VPS reselling - hostingsource.com. This company offers that starting at $239 per month.
Many free features they offer.

your better off purchasing your own server and installing Openvz and a VPS control panel such as VePortal, FluidVm, ect...
