Technically, all you need to do is:
1. Download a portable server (Google is your friend)
2. Setup you site & test it via local host
3. Upload to a free webhost
4. Sit back...Enjoy, and let the web do the work!
Also: If you want to run the site off your ip address, why not just go with a dedicated ip? It's worth while in the end...You know why? I guarantee verizon, or for that matter any ISP will cut your service as soon as you start using their bandwidth...It's better to pay a few extra dollars for a dedicated ip, and use a local server for testing your site.
Remember, there's no place like: 127.0.0.1 --> Home --> (local ip)
http://localhost (127.0.0.1) doesn't use your ISP's bandwidth, it uses YOUR computers resources ( power,energy,ram,cpu etc, not there's (reffering to your isp) ) that's exactly why it "doesn't cost a thing to use". Better to be safe than sorry.
