I'd say that yes, in case like that one, self promotion is allowed.
It's totally in the context, and it's always good to see peoples proposing services the way you do.
Ie: not rushing with a list of links to their portfolio, and a predefined sales message.

If your site isn't big yet or you're just starting out, I'd highly recommend www.asmallorange.com. If you need a Dedicated server or a VPS, stray away from them though.

There a few forums on the website dedicated to your very question. Many are offering a few of their services at a discount price just fro WT members. I'd suggest having a look both in the Marketplace (link at the top), and the Web Hosting Forum.

I was a bluehost customer, but lately I believe they have been over selling and the sites I was hosting were slow to load. But they have been very solid most of the time. I installed Drupal from Fantastico and it was a very nice cms.
They are very reasonably priced as well.
