I'm transferring a site I just bought over to my server right now. The files on there in total are a little over 2GB. I'm using WHM's transfer feature and it kinda sticks at "downloading tarball" after it finishes creating the archive. Should I wait longer - what should I do?

Try to wait, if nothing happens contact the support. Could be that 2gb takes a little longer depending on the Server.
