I wasn't sure if that just meant the CPanel w/WHM was 8 extra, being my post was about under 30 w/ cpanel included.

It is likely that you will get a VPS for your budget, but unlikely you will get cPanel with it. Hosts have to pay the lisence fee for cPanel hence the charge.

cPanel is a bit of a resource hog and will want 256MB RAM to run smoothly. God luck with your new host, post a review back soon
