When you say "user and the pw" - what is that for exactly?
If this is for some control panel system (e.g. cPanel, Plesk, DirectAdmin etc.) then you can perhaps login there to reset the FTP details.
Your hosting could be offline for a number of reasons: - Your domain has expired - if you tell us the domain name we can check on this part for you...
- Your hosting account was deleted (e.g. due to non-payment) - with this, your data will have gone too, so your only possible chance is a backup of yours/server owner etc.
- Your hosting account was suspended - in this case your data should be safely stored somewhere (at the moment), but if you can't make contact with the appropriate person/people you may find that data gets deleted.
Chris's idea about the Internet Archive is probably a good idea for recovering the design (if it's there), but it sounds like you wouldn't really know what to do with this even if you managed to get it? Even then any database or scripting functionality will be lost, as the only thing you could recover would be HTML / CSS.
