It can be good, but also bad. Of all the Per MB hosting I've seen it usually costs more. Plus a problem for the web host is, a website may use a low amount of MB, low bandwidth, but high CPU.
There are lots of resources involved with Web hosting other than just the MB space usage. So make sure you have contingencies and protect yourself should a client overuse some of those other usages.
People don't realise that even the number of domain names is a resource that can affect server performance should there be too many.
