"Unlimited" cannot exist, especially not unlimited bandwidth ("bandwidth" is the connection speed). You probably mean "data transfer", don't you? Hehe...people, at another community I frequent, enjoy picking on this mistake. 
If you can name something that has been proven to be physically (as in not theoretically) unlimited, then I will give you a truly unlimited host for you.

Besides unlimited, there are many other points that I find strange about your request...
Why would any one site need both PHP/MySQL and CGI/Perl? Do you even know how to use both of them? I know a lot of people that say they want PHP/MySQL and CGI just to sound "cool". Only one of the above scripting languages is necessary for any website. Pick one of them, and then find scripts for that particular language at a site like www.hotscripts.com.
Also, why are you asking for a Control Panel when you already have FTP? I mean, HomeFree's web upload isn't impressive when you already have speedy FTP. Or are you asking for something like Plesk or CPanel? Only paid hosts offer that!
