That's a reasonable question: what is affordable? Frankly, charges by the guys who've been around a long time (Ipowerweb, Ez1web, Fortunecity, etc.) seem reasonable to me--the cost of two or three beers at the local bar seems pretty low for a site that has any worth. But some folks seem to think their business sites should be hosted for pennies a month.
lunarpages.com is one of the best. there is no real best, its like saying what tool is the best in the shack, a hammer is for nails as a crane is for buildings.

I'm moving all my sites to a reseller account on http://hostingdepartment.net/
I've been using them for a little over a month and I'm happy so far. They have some really good packages, and you can get your bandwidth doubled for free if you buy a reseller account right now.
I've submitted some support tickets and they responded quickly. They offer 24/7 support. They've had 100% uptime for the last six months. My last host was really bad so I'm really excited about Hosting Department.
I've also heard good things about http://www.bluehost.com/. They've been around since 1996, and have 24/7 support, but I haven't seen any uptime stats for them. I haven't actually used them myself though.
