The cheapest and the best are not going to be the same host. You generally get what you pay for.

http://www.atspace.com/ and http://www.zeeblo.com/ are both free hosts. You can use your own domain. No required forum posts or ads on your site. They're great for just starting out.

As far as the best, what do you need?

Cheapest and best usually don't go hand in hand. What are your requirements and what is "cheap" to you? Knowing this will allow us to better make reccomendations.

what about servage.net? anygood? how is their control panel? or does anyone know of a place that has a package like servage but with cpanel and that are somewhat reliable?

I've used http://www.ez1web.com for a few free hosting sites (they do allow using your domain) as well as paid. Their paid prices are as good as you're likely to find for a company that has been around.

I've also used http://www.ipowerweb.com, solid service, reasonable price.

But I agree with some of the above--best and cheapest are mutually exclusive. The best isn't always the most expensive, but professionals demand to be properly paid--as they should. The Yugo did not measure up to the BMW.

oldest trick in the book, companies buy their way on to sites like these. I make a tendency to stay away from the people who do this because they are generaly dishonest
