I need assistance with a website transfer from a heartinternet hosted account using there custom control panel to another hosting account which is hosted with cpanel.

The account hosts their own emails using there server so I need to ensure they continue to host their own emails whilst hosting the website on the new host.

Having test driven the Heart Internet control panel some while back (and finally giving up with it) I would say that recreating the site via FTP then repointing DNS a week before the Heart Internet account is due to expire would be the route of least frustration.
There may be an overlap of 48 - 96 hours as DNS propagates around the world.

Unless you are leaving the DNS with Heart of course and if you are, be aware that Heart's system seems to have a problem with sending/setting nameserver GLUE records.

Have you asked your new hosting provider if they will assist you with this? Many providers offer free account migration services

What host are you planning to transfer your files, the OP?
