At the "cheap" side go for x10hosting, for the "best" you can try x10premium (search for those in your favorite engine, i.e. Google).

What I like from them is the fact you can upgrade from their free plans to a premium package. The price is around $4/month.

Those 2 things together sound funny. Best web hosting is the opinion of someone and what they like and cheap sounds good but what backs that up in support etc>?

I would not recommend ipage to anyone, based on my 1 year with them. I have never tried mediatemple myself, but at $20/month they're a bit hard to classify as cheap.

$10 per month is pretty cheap I agree. If a cheap/realable host is needed and if you don't expect heaps on traffic i'd regsiter with hostgator baby package

I must agree with some friends you will have select cheap hosting or best hosting.

There is no "best" hosting provider, only one that is best for you
