I think that the hosting plan choice really depends on several facts: how long a customer has been in business and actually the business type itself.
Customers who only launch on-line site/store choose minimal shared plans (up to 5-10 Gb of space and 10-30 Gb of bandwidth) and that is reasonable for beginners. Also it is always possible to upgrade to the higher plan when required.
As for large companies who work that handle large-scale projects - they take powerful plans, and usually they know what they need very well.
