OP, nearly all companys have some sort of resource usage limits for shared hosting. A person can not get a large portion of the server resources to themselves because there are other accounts on that server. The host has to think of all their clients not just one. Regardless of a company overselling or not, they will have resource usage limits, either explicitly spelled out or just small line saying don't abuse them. You simply can not expect to get a dedicated server for shared hosting prices.
Hosts that are bashing overselling are generally tryin to bash their competitors in an attempt to gain business, or secretly oversell themselves but try to state they don't. Many hosts have sufficient resources available to them to oversell responsibly and give all customers their allocated resources should they need them.
More than likely you are not using anywhere near the amount of server resources that will get you suspended, and if you start to get up there many hosts will contact you and recommend you upgrade to a VPS or dedicatred solution before outright suspendin you, unless there is a spike (such as a good digg) that they need to suspend it for to keep the server from crashing or throwing some other type of wobbly.
