there is no performance benefit on using dedicated IP over shared IP. It all depends on your hosting provider bandwidth.
But if you planning to use SSL on your site, then you need dedicated IP.If not then either static IP or shared IP doesn't make any difference.

Bad Neighborhood means linking to a bad site not the common location of the same IP address.

Some site/store owners prefer private SSL certificate (and thus dedicated IP address) since customers prefer to stay at the same URL address during secure connection rather then being redirected to different domain (as it is done in cease of shared SSL).

imagine your site is not opening from the domain name in some region
then you can open your website from a dedicated IP
basically its for ssl
the only advantages is you can open the site from a IP if the domain name takes time to respond.it will be few % fast to open..Note: if its not stored in the cookies
