Guys there are as many opinions as people but cheapest server might have poor service and I believe that is not what you are looking for

You need to tell us how much you are willing to spend first, what your hardware needs are, and what the intended use for the site is... only then could we possible suggest a good server...

It's all relevant, to me, a "cheap" server is $200 - $250/month but I value quality and reliability over dollar amount...

i was about to say that, if you want a good server then www.theplanet.com i would have thought is the best place to go, i aways get my hosting from rapidvps.com who also does dedicated server

I would suggest dedicated servers from such company as a2hosting - they seem to be low cost enough to be called cheap... The company is experienced and stable, so I think they could be suitable for your purposes.
