I don't use it, but have read good things about hosts like Fluidhosting, Jodohost, Cartikahosting and discountasp, among others.

Good luck in your search!

Just to remind you about the essentials of a Windows web hosting plan.
There are also NET.Windows plans from Startlogic.com and Sibername.com, you may look into these options as well.

Interesting link, but I find a number of points raised in it either wrong or misinformation. For example, today you should be looking to use CDOSYS and probably avoid providers offering CDONTS, and from what I can tell point #1 doesn't seem to have any validity or useful information?

There are two main reasons for selecting Windows hosting:
1. To use Windows-specific features (primarily ASP.NET and classic ASP)
2. MSSQL database functionality (potentially available in conjunction with a Linux package, but this is quite rare + generally you want to use with .NET anyway)

Most of the other points mentioned in that article are not specific to Windows and not something you will definitely/likely need on a Windows hosting plan (e.g. coldfusion, PHP, MySQL).

Anyway, to answer the OP's question, it depends what you're looking for - what's your budget, what are the critical features (e.g. .NET 2.0, 3.0, MSSQL 2005 etc.) and what's the geographic location of your primary target audience?

Yes, agree that Coldfusion and Perl aren't features essential for a Windows plan.

Have a look at Neowebspace.com. Have heard that they are cheap and quite good.

Please have a look at http://www.asphostcentral.com. I hosted my site with them about 6 months ago and everything looks good. The backup system is excellent and the support response is great.

I am on the ASP.NET DotNetNuke Plan (http://www.asphostcentral.com/ASPNETDotNetNukePlan.aspx) and by just paying only $7.99 with the excellent service and backup system, I have no problem in recommending them to others
