Interesting link, but I find a number of points raised in it either wrong or misinformation. For example, today you should be looking to use CDOSYS and probably avoid providers offering CDONTS, and from what I can tell point #1 doesn't seem to have any validity or useful information?
There are two main reasons for selecting Windows hosting:
1. To use Windows-specific features (primarily ASP.NET and classic ASP)
2. MSSQL database functionality (potentially available in conjunction with a Linux package, but this is quite rare + generally you want to use with .NET anyway)
Most of the other points mentioned in that article are not specific to Windows and not something you will definitely/likely need on a Windows hosting plan (e.g. coldfusion, PHP, MySQL).
Anyway, to answer the OP's question, it depends what you're looking for - what's your budget, what are the critical features (e.g. .NET 2.0, 3.0, MSSQL 2005 etc.) and what's the geographic location of your primary target audience?
