cPanel does allow for branding the appearance of the CP e.g. logos, icons and skins, but it would be difficult to add custom links and things to cPanel, although this can be achieved through RVSkin. In WHM, you can choose what features are enabled for certain packages and as I said, alter the branding of the control panel to suit your needs.
I would say that adding a logo to the control panel would make it more professional, but it isn't absolutely necessary. If something like RVSkin comes with your package, then it's a definite plus but cPanel has it's own branding editor and branding the control panel isn't mandatory - it just gives a little extra professionalism to your service.
