I think being in the Yahoo directory might still be worth something. It's one of two directories Google specifically names as one to get listed in. I think most search engines would highly trust a link from Yahoo's directory.
Whether or not the link is worth $300/yr is another story.
yasha in answer to your main question if you have a non commercial site it can be accepted for free. If the site is monetized in any way you need to pay for the review.
Thanks, vangogh... But, realistically a free submission will not get reviewed until many months after, if ever. I think I submitted a few sites via that route and never heard from Yahoo since. :|
I think it's all you can do though. On the positive side there's a good chance if you later monetize Yahoo won't notice and you'll get to keep the listing.

They are still adding new categories and I just had a link added recently (it's still marked "new"). Like sysdomatic, I hadn't submitted the page; they just found it and added it on their own.
