I also believe that creating a general directory will accomplish nothing for you other than give you a huge headache!
If you really want to start a directory, start a directory that is tartgeted to one of your interests, or targeted to a website you already operate.
If you have any HTML coding experience, I would suggest coding your directory from scratch to begin with. Also I would suggest that you do not automate it in the beginning. When starting out, your potential linkers should have to email you with the details about the link they wish to add. This will prevent automated submissions from blasters and the like, and put you in direct contact with other webmasters who share your interests. Once you have met various webmasters who share your interests, they can often offer you valuable help and sometimes new partnerships can be formed between you.
The main benefit of hosting a directory is that it will increase your PR and search ranking. If you have a site that is all about fishing for example then your directory should be integrated with your site, and only accept links to fishing related sites. Before adding a link to your directory always make sure that they have linked you on their site. Don't offer to post others links without them doing the same for you.
