Just wondering what the purpose of a web directory is. Can It improve traffic and rankings in google? I have been told that some web directories are the equivalent of link farms and these can hurt your page in google rankings.

Nope, link farms are nothing like directories and directories are NOT link farms.
Having links from directories will probably do ABSOLUTELY nothing at all for traffic and not much more for rankings.

associated directories have authority over non-associated
And are you going to enlighten us on what an "associated directory" is?

You are creating a back link for your website through a web directory. That's the benefit. If you submit your website link to high PR directories then that can help your website PR. Directory admin visits your website to check, so you are getting visitors from that directory, and no they are not link farms.
Directory submissions are fastest and easiest way to get back links….and probably google don’t like easy back links nowadays…and I really doubt they really help your SERP or traffic…even link from bad directories can hurt your site….
I think everybody needs to be careful when submitting site to directories in panda & penguin era….if the category page (not the site) has PR then only submit the site….
But personally I do believe directories like –

Google Directory
GoGuides
Business
WhatUSeek
JoeAnt
HotvNot
BOTW
Can help your site rank but unfortunately most of them are paid…..
