It's more about the quality of the directory. There are some good general directories and some not so good general directories. Same with niche directories. The typical directory that lets you submit and automatically accepts you probably isn't going to be all that valuable.
Usually the better directories are those that have some measure of editorial control.

Directories contains many categories. So you should only submit it into the category suitable for you. It will considered relevant. Submit your website in some good directories only otherwise wasting of time.

Dan both general directories and niche-focused directories can be a good place to submit. Like I said in the beginning it's more about the quality of the directory.
For example Yahoo is a general directory yet it will still be a good place to list your site. Yes, you should always look for the best category within the directory. Most directories probably aren't going to deliver much. Few will drive any direct traffic or provide much seo benefit. That doesn't mean you shouldn't submit to them. Just know that the majority of directories aren't going to deliver much and your time might be better spent elsewhere.
