I would like to ask the experts here, is it adviceable to submit to many directories irrespective of their PR. My personal experience is that most of the directories are of no use, it is just the no. of links accumulated over a period, but no traffic or ranking.I found the directory link page (category) is indexed by google is much better than the one is not indexed. Any suggestions?.

You're right. The number of indexed pages are important when you submit your site to a directory. Anyway, I suggest if you find a well maintained directory and free, submit your site, no matter if it has a poor PR or a small quantity of indexed pages... if you wait for an increment in the indexed pages or PR, probably, you couldn't submit your site for free anymore.
